Stu is a Senior Vice President in Segal’s New York office with over 20 years of experience in administration and technology consulting. He is the firm’s Administration and Technology Consulting (ATC) Practice Leader. In his role as Practice Leader, Stu is responsible for helping the ATC practice provide a wide variety of services to public sector and multiemployer clients. These services help clients create operational efficiencies, improve member services, reduce administrative costs and compliance, and increase internal controls. Services include:

  • Benefits technology acquisition and implementation
  • Operational and organizational assessment
  • Eligibility assessments, including audits
  • Stratified and/or targeted sample claim audits
  • Third-party administrator (TPA) search and review
  • Information technology audits
  • Vendor performance monitoring
  • Management and staff recruitment

  • HIPAA EDI, privacy and security assessment and compliance strategy development
  • Feasibility studies

Stu's expertise includes business process analysis and redesign, organizational and operational redesign, system selection and implementation management and information technology assessments.

Stu is a key member of Segal’s National HIPAA Compliance Team and plays a vital role in identifying, reviewing and assessing multiemployer compliance approaches as well as potential compliance solutions offered by transaction software companies and clearinghouses. Stu currently serves on the Board of Segal. He is also the Founder and an Advisory Council Member of the Multiemployer IT Summit, a group dedicated to bringing multiemployer technology experts together to share ideas and industry best practices. Stu also serves as a member of Segal’s IT Steering Committee.

Prior to joining Segal, Stu worked for a large Taft-Hartley pension fund, where he was instrumental in the design and implementation of their new computer system.

Stu received a BBA in Finance from Hofstra University and an MBA in Finance from Long Island University and completed significant course work in Information System Management at Pace University. Mr. Lerner has completed the Dale Carnegie Leadership Training Program and is also a member of the Association for Work Process Improvement.

Stu has presented at various industry conferences, including the International Foundation of Employee Benefits Plans (IFEBP) Communication and Technology Conference and the Public Retirement Information Systems Management (PRISM) Conference. His work has been published in Benefits and Compensation Digest and on the IFEBP website.
