Julie is a Vice President, Actuary, based in Segal’s Washington, DC office. She has 30 years of actuarial experience working with defined benefit plans.
Prior to joining Segal, Julie was Director of the Negotiations and Restructuring Actuarial Department at the Pension Benefit Guaranty Corporation (PBGC). In that role, she led multiemployer pension consulting initiatives, including resource planning, staff development, process improvement and quality oversight of complex actuarial engagements. She was both a special consultant to Congress on legislative solutions to the multiemployer pension crisis and an advisor on the design and implementation of the PBGC’s Special Financial Assistance (SFA) program. Julie was deeply involved in the development of actuarial tools, providing guidance on assumptions and developing education materials about SFA. She also played a key role in building and scaling the agency’s actuarial teams, including recruiting, onboarding and mentoring.
Earlier in her career, Julie worked at Segal and Buck in an actuarial role. She also taught at Virginia Tech University (Blacksburg, VA) and at secondary schools.
Julie earned MS and BS degrees in Mathematics from Virginia Tech. She is a Member of the American Academy of Actuaries, a Fellow of the Conference of Consulting Actuaries and an Enrolled Actuary.
