Carmen is a Vice President and Health Practice Manager in Segal’s San Francisco office with over 30 years of experience in Taft-Hartley health benefits consulting. She provides oversight and direction on complex technical and consulting work for large multiemployer health and welfare plans. She handles the day-to-day management and supervision of the office’s health practice staff and collaborates with Segal’s health practitioners to further enhance the high-quality services provided to clients. Ms. Shively’s main technical responsibilities include:

  • Assisting a variety of plan sponsor clients in the analysis, design and pricing of active and retiree health and welfare plans
  • Conducting financial analyses of funding arrangements
  • Developing RFP specifications and evaluating proposals
  • Analyzing and negotiating vendor renewals

Carmen currently serves as the lead health analyst for several building trade trust funds. In addition, she has experience working with and reviewing the deliverables for the various multiemployer health and welfare clients serviced by Segal’s San Francisco office.

She was on the leadership team that created Segal’s interactive Career Development Model for the Health Practice. She is on the leadership team currently working on Segal’s Statement of Health Practice Quality Control Principles.

Before joining Segal, Carmen was an Underwriter for a casualty insurance firm. In this position, she identified and calculated the risk of loss from policyholders, established who received a policy, determined the appropriate premium and wrote policies that covered the risk.

Carmen received an MS in Statistics from the University of California, Berkeley. She is a licensed Producer in Accident/Health and Life in the states of California, Hawaii, Nevada, Oregon, Utah and Washington.
