Jay is a Senior Consultant in Segal’s Chicago office. He has more than 35 years of experience working as a systems integrator across multiple industries, technologies and public sector clients.
Jay works with clients on modernizing business processes and technology solutions, including: cloud computing, version control systems, disaster recovery, business continuity, HIPAA and cybersecurity assessments, incident response planning and high application availability. He has specialized expertise in leading teams, staff development, systems analysis and design, application portfolio management, project management, business process improvement, business rule mining, database management systems, systems security, application testing, knowledge transfer, vendor and third-party software evaluations and software engineering practices.
Prior to joining Segal, Jay served as a Senior IT Consultant for a large global systems integrator. During his tenure in this position, Mr. Preall focused on both private and public sector clients, most recently acting as an account Chief Technology Officer for multiple state agencies to help plan their modernization projects and strategic roadmaps.
Prior to that role, Jay worked with several federal agencies to evaluate their ability to modernize systems, including moving to the cloud, ensuring that applications met national security uptime and security requirements and identifying critical business rules and requirements embedded in legacy systems.
He has also served as a Corporate Director for a healthcare company, leading the data acquisition team for integrating billing information from hundreds of hospitals. Before that, he worked with a state retirement agency to plan its system modernization roadmap.
Jay holds a Bachelor’s degree in Computer Science from Potsdam State University of New York.
