Norm is a Senior Vice President, Actuary and Senior Consultant, affiliated with Segal’s Coral Springs, FL office. He has over 40 years of experience advising clients on the design and financial management of their benefit plans covering both active employees and retirees. As a member of Segal’s Higher Education Leadership team, he is the Benefits Team Leader of Segal’s higher education consulting practice and consults to many of Segal’s higher education clients on health and wellness program strategy, design, pricing and cost sharing.

Serving as a Client Relationship Manager, Norm leads Segal client teams focused on:

  • Assessing workforce attitudes and preferences regarding total rewards: pay, benefits, career, culture and affiliation
  • Assisting with total rewards communications
  • Assessing, designing and implementing broad-based, faculty and executive compensation, and performance management programs
  • Determining benefits competitiveness
  • Conducting large scale institutional assessments, transformations and comprehensive strategic planning efforts
  • Reviewing and redesigning retiree health programs

Norm graduated from the State University of New York at Stony Brook with a BS in Mathematics and an MS and Fellowship in Operations Research. He is an Associate of the Society of Actuaries and a Member of the American Academy of Actuaries.

Norm frequently speaks at local, regional and national industry events and conferences on a variety of topics including building successful and innovative voluntary separation incentive programs, improving healthy campus competencies with behavioral economic techniques and utilizing liberating structures as a road to more effective team interactions. Most recently, he has spoken at the CUPA-HR Pennsylvania, CUPA-HR Kentucky, CUPA-HR National, NACUBO and EACUBO conferences.
