The high and rapidly rising cost of prescription drugs — at a double-digit annual rate — is a growing financial burden for plan sponsors. Prescription drugs now account for nearly one-quarter of health benefit dollars.
Plan sponsors need strategies that direct benefit dollars toward high-value care, including pharmaceutical therapies that can be the most effective option for treating diseases and can save, extend and improve the quality of life.
Plan sponsors can combine four strategies to make prescription drug benefits more sustainable without losing sight of participant needs:
This approach can increase generic and over-the-counter drug use, improve price transparency, reduce waste and preserve stronger coverage for serious conditions. Compared with typical fixed-dollar copayment designs, this design can save from 10 to 15 percent in claim costs incurred before rebates.
Consider minimum percentage rebates on allowed brand-name drug charges. limiting rebate clawbacks, exploring risk-sharing arrangements, per-member-per-month pricing, guarantees for generic dispensing rates and including service guarantees for call centers, refills, prior authorizations, pharmacy networks and financial reconciliations.
Other strategies include opioid-management programs, support for rare-disease patients, greater use of biosimilars and targeted management of GLP-1 drugs for weight loss.
