How to Implement the ARPA's COBRA Premium Subsidy

The American Rescue Plan Act of 2021 (ARPA) provides a 100 percent subsidy of COBRA premiums beginning on April 1, 2021, through September 30, 2021, with subsidies being paid to plan sponsors through a payroll tax credit. The government is required to issue model notices required to be sent to participants concerning subsidy eligibility and a new election period no later than April 10, 2021.
