Joe is Vice Chair of The Segal Group and a member of Segal’s Board of Directors since 2005. He was formerly President, CEO and Chair of The Segal Group.
Joe has worked extensively in all of the markets in which Segal provides consulting guidance as an actuarial and employee benefits consultant. He is a recognized expert on multiemployer pension issues.
Joe received his Bachelor’s degree in Mathematics from Hunter College and his Juris Doctorate from New York Law School. He is a Member of the American Academy of Actuaries, a Fellow of the Conference of Consulting Actuaries and an Enrolled Actuary. He is a retired member of the Bars of the State of New York and the State of New Jersey.
Joe is a 2022 presidential appointee to the Advisory Committee of the Pension Benefit Guaranty Corporation (PBGC). This appointment recognized his expertise in the field of retirement and his significant contributions in support of strengthening defined benefit pension plans. He currently serves as a consultant to the Advisory Committee and the PBGC.
Joe is a former member of the Working Committee of the National Coordinating Committee for Multiemployer Plans (NCCMP). In 2018, he received the 18th Annual John L. Lewis Award from the NCCMP for his achievements and contributions to the multiemployer community.
Joe previously served on the Pension Committee of the Academy of Actuaries and as the Co-Chair of its Sub-Committee on Multiemployer Plans. He is a former Board Member of the Employee Benefits Research Institute (EBRI), was designated a “Superstar” in the Human Resources field by HRO magazine and is a recipient of the “Good Neighbor” award from Howard University. Joe was a member of the Board of Trustees of the National Labor College from 2011 to 2014.
