Howard is Chair Emeritus of The Segal Group. He served as Chair for 11 years, after serving 12 years as President and Chief Executive Officer. Howard served as a member of the company’s board for 29 years.

Howard consults to both public and privately held organizations on topics ranging from total compensation and human resource strategies to retirement and health benefits. He frequently assists clients’ senior management in redesigning human resource programs to better address overall business issues and strategy. Howard also works with companies to establish boards, define member roles and improve and enhance governance. His current and past roles include: 

  • Trustee of the Committee for Economic Development (CED)
  • Member of the Board of Trustees of the Employee Benefit Research Institute (EBRI) and previous Chair of the Board
  • Member of the Board of Directors of Delaware North
  • Senior Fellow at the Jefferson School of Population Health
  • Member of the Dean's Advisory Council of the College of Arts and Sciences of New York University
  • Member of The Economic Club of New York
  • Member of the Board of Directors of the National Academy of Social Insurance
  • Member of the Board of Directors for six years and served as a vice president of the Conference of Consulting Actuaries
  • Board member of the American Academy of Actuaries for six years, and served as vice president of its pension council

A cum laude graduate of New York University, Howard earned a bachelor’s degree in Mathematics and Philosophy. He is a Fellow of the Society of Actuaries, a Fellow of the Conference of Consulting Actuaries, a Fellow of the Canadian Institute of Actuaries, a Member of the American Academy of Actuaries and the International Actuarial Association, as well as an Enrolled Actuary.

Howard has spoken before many professional and industry groups, including CEO Boot Camps, the National Association of Corporate Directors, The National Academy of Social Insurance, the Society of Actuaries, the American Academy of Actuaries, the Enrolled Actuaries Meeting and the International Foundation of Employee Benefit Plans. He has testified before a Presidential Commission on public policy issues related to retirement. Howard has been a guest instructor for graduate level courses at Columbia Business School and Harvard School of Business, and is the author of numerous articles on human resource and employee benefits issues.
