He has worked with clients on the design and evaluation of medical management programs, value-based plan designs and funding arrangements, wellness initiatives and alternative provider networks.
Prior to joining Segal, Noel worked for another major consulting firm in Atlanta, GA, where he served as a lead analyst and underwriter for numerous state, county and city government clients. In that role, he also served as a subject matter expert in public-sector procurements and assisted clients with a variety of benefit programs, including paid leave, disability and eligibility audits. Noel also worked as an underwriter for a large mental health provider. In that role, he supported opportunities involving large employers and health systems while also assisting with internal financial planning and budgeting activities
Noel received a BA in Risk Management and Insurance from the University of Georgia and an MBA from George Washington University. He earned designation as a Certified Employee Benefits Specialist (CEBS) from the International Foundation of Employee Benefit Plans and the Wharton School of the University of Pennsylvania.
