Ms. Carter works with a variety of benefit plans, including defined benefit pension, health and welfare, defined contribution and nonqualified plans. She primarily works with multiemployer and union-related plans and has special expertise in union staff plans. Ms. Carter has consulted to corporate (for-profit and non-profit) and public sector plans as well.

Ms. Carter has extensive experience in technical areas of the benefits field, including the design and administration of defined benefit, defined contribution and health and welfare plans. Her work has included addressing strategic design and planning initiatives, technical compliance and administrative issues (including nondiscrimination testing and Section 415 issues), plan communications and employee survey materials, design and implementation of early retirement windows and plan documentation.

Prior to joining Segal, Ms. Carter worked as an HR Generalist and Benefits Specialist with a national non-profit organization. She also has experience in project coordination/management and employee relations within the hotel industry.

Ms. Carter received a BS in Business Administration from Bucknell University (Lewisburg, PA) and an MBA in Human Resource Management from the University of Maryland.
