Rock Joyner is a Senior Vice President and Actuary in Segal’s Atlanta office. He is Segal’s Public Sector Retirement Practice Leader and a member of Segal’s Public Sector Leadership Group.

He has over 40 years of actuarial consulting experience with all types of pension plans. Mr. Joyner currently is the consulting actuary for many government clients including:

  • the City of Birmingham
  • Memphis Light, Gas & Water Division
  • San Antonio Fire and Police Retirement System
  • DeKalb County, Georgia
  • Georgia Municipal Employees’ Benefit System (covers employees in nearly 300 municipalities across the state of Georgia)
  • Government Employees’ Retirement System of the United States Virgin Islands

Rocky has been a conference speaker on public sector funding issues for numerous organizations, including the International Foundation for Employee Benefits, the Government Finance Officers Association (GFOA), The National Conference on Public Employee Retirement Systems (NCPERS), the Conference of Consulting Actuaries (CCA), the Advisory Committee for the Certificate in Public Financial Management program and the Society of Actuaries (SOA).

He has testified before legislative committees in Texas, Kentucky, Maryland, Florida and Georgia, and has published articles on Deferred Retirement Option Program (DROP) issues and plan design.
