The American Rescue Plan Act of 2021 (ARPA) provides a 100 percent subsidy of COBRA premiums beginning on April 1, 2021, through September 30, 2021, with subsidies being paid to plan sponsors through a payroll tax credit. The government is required to issue model notices required to be sent to participants concerning subsidy eligibility and a new election period no later than April 10, 2021.
We expect additional guidance by April 10 on how plan sponsors will notify qualified beneficiaries, what constitutes “voluntary termination” and how to submit requests for payment of the subsidy.
