Mr. Joyner is a Vice President and Actuary in Segal’s Atlanta office and is also the firm’s National Public Sector Retirement Practice Leader. He has extensive actuarial consulting experience with all types of pension plans and has served a number of large public sector plans.
Mr. Joyner is a cum laude graduate of Washington and Lee University (Lexington, VA), where he earned a BS in Mathematics and Physics-Engineering. He has also completed graduate work in Actuarial Science at Georgia State University. Mr. Joyner is a Fellow in the Conference of Consulting Actuaries, an Associate of the Society of Actuaries, a Member of the American Academy of Actuaries and an Enrolled Actuary.
Mr. Joyner has been a conference speaker on public sector funding issues for numerous organizations, including the International Foundation for Employee Benefits, the Government Finance Officers Association, The National Conference on Public Employee Retirement Systems, the Conference of Consulting Actuaries, the Advisory Committee for the Certificate in Public Financial Management program and the Society of Actuaries. He has testified before legislative committees in Texas, Kentucky, Maryland, Florida and Georgia, and has published articles on Deferred Retirement Option Program (DROP) issues and plan design.
